EnerGuide labels list the energy consumption of an appliance or room air conditioner, not its energy efficiency.
On most labels, lower kWh/yr numbers show that an appliance uses less energy and is more energy efficient. With room air conditioners the bold number represents the energy efficiency ratio (EER) of the unit. The higher the number, the more energy efficient the model. So you should look for a model with a higher EER.
Use the label to compare the performance of a model with others in the same class. Class refers to the type: units with louvered sides are intended for installation in window openings and are the most common types available. Units with non-louvered sides are intended for through-the-wall installations. The cooling capacity category is also important and indicated near the bottom of the label. The further the triangle is to the right of the scale, the more energy efficient the model.

A powerful ally of the EnerGuide program is the international ENERGY STAR symbol. While EnerGuide provides comparative information on the energy consumption of different products, the ENERGY STAR symbol on a room air conditioner or on its EnerGuide label assures you that the unit is one of the top energy performers on the market.
To qualify for the ENERGY STAR symbol, a room air conditioner must meet a standard of premium energy efficiency. To earn this status, a room air conditioner must exceed the Government of Canada's minimum standard of energy efficiency by 10 percent or more. For small units, this means an EER of at least 10.7; for mid-sized, at least 10.8; and for larger models, 9.4.
Almost 400 models meet the ENERGY STAR specifications. By replacing your old air conditioner with an ENERGY STAR qualified model, you can realize substantial savings in electricity costs. Today's ENERGY STAR qualified units use 30 to 40 percent less energy than most models sold 10 to 15 years ago.
