ENERGY STAR® Qualifying Criteria for Water Cooler
Products imported into and sold in Canada must meet all Canadian regulatory and safety requirements.
Eligible equipment must be qualified by the U.S. ENERGY STAR Program at the Environmental Protection Agency (EPA).
This technical specification is the same as the product specification published on the U.S. ENERGY STAR Web site and is provided as information only. Administered by Natural Resources Canada’s Office of Energy Efficiency, the ENERGY STAR Program in Canada uses the term Participant to designate companies, organizations and other stakeholders that promote the use of the ENERGY STAR mark on products or in promotional and marketing material and activities. This technical specification was modified to include this change. The use of the term Participant is similar in scope to that of Partner, which is used by the U.S. ENERGY STAR Program.
In order to promote ENERGY STAR qualified water coolers in Canada, manufacturers are required to sign a Memorandum of Understanding (MOU) with the US EPA. We encourage manufacturers, retailers and distributors to sign a Participant Administrative Arrangement with Natural Resources Canada to take advantage of promotional and communications opportunities provided by the program.
A product shall meet all of the identified criteria if it is to earn the ENERGY STAR mark.
- Water Cooler:
A freestanding device that consumes energy to cool and/or heat water for human consumption.
- Cold Only Units: These units dispense cold water only. These units have a refrigeration cycle.
- Hot and Cold Units: These units dispense both hot and cold water. Some units may have a third room-temperature tap. These units have both an electric resistance heater and a refrigeration cycle.
- Cook and Cold Units: These units dispense both cold and room-temperature water. These units have a refrigeration cycle
- Compartment-Type Bottled Water Cooler:
A bottled water cooler which, in addition to the primary function of cooling and dispensing potable water, includes a refrigerated compartment with or without provisions for making ice.
- Standby Energy Consumption:
The required energy to maintain cold and/or hot water at appropriate dispensing temperatures with no water being withdrawn.
- Included Products:
Products that meet the definitions of a Water Cooler as specified herein are eligible for ENERGY STAR qualification, with the exception of products listed in Section 2.B. Both bottled (including compartment-type) and bottle-less water cooler types are covered under this specification. Bottle-less water coolers include Point-of-Use (POU) and air-source water generating units.
- Excluded Products:
Units that provide pressurized water and are not free standing (i.e., wall mounted, under sink, or otherwise building integrated) are not eligible for ENERGY STAR.
3) Qualification Criteria

- Significant Digits and Rounding:
- All calculations shall be carried out with actual measured or observed values. Only the final result of a calculation shall be rounded. Calculated results shall be rounded to the nearest significant digit as expressed in the corresponding specification limit.
- Unless otherwise specified, compliance with specification limits shall be evaluated using exact values without any benefit from rounding.
4) Test Requirements
- Representative Models shall be selected for testing. The representative model shall be equivalent to that which is intended to be marketed and labelled as ENERGY STAR. Qualification based on product family is not acceptable under this specification. Each individual model shall be tested and meet the requirements of this specification to be qualified as ENERGY STAR.

5) Effective Date
The ENERGY STAR Water Cooler Specification shall take effect on January 22, 2010. To qualify for ENERGY STAR, a product model shall meet the ENERGY STAR specification in effect on the model’s date of manufacture. The date of manufacture is specific to each unit and is the date (e.g., month and year) on which a unit is considered to be completely assembled.
6) Future Specification Revisions
ENERGY STAR reserves the right to change the specification should technological and/or market changes affect its usefulness to consumers, industry, or the environment. In keeping with current policy, revisions to the specification are arrived at through industry discussions. In the event of a specification revision, please note that the ENERGY STAR qualification is not automatically granted for the life of a product model.
