Update - as published Amendment 10
The 10th amendment to Canada's Energy Efficiency Regulations (the Regulations) has been approved under which dealers of torchieres that are imported or shipped interprovincially for sale or lease in Canada must comply with minimum energy performance standards referenced in the Regulations.
The amendment has been published in the Canada Gazette Part II.
Product Description
In general terms, a torchiere is a portable lighting fixture, or free-standing floor lamp with a reflector bowl, or similar type shape, that is designed to provide indirect illumination to an area by directing light upwards which is then reflected off the ceiling and walls. This fixture may also include additional sockets that are used for other lighting functions such as for task lighting.
Minimum Energy Performance Standard and Effective Dates
Torchieres must be equipped with a power limiting device. The power limitation, by torchiere type, and effective dates are found in Table 1 below:

Energy Performance Test Procedure
The maximum wattage will be verified according to the CSA standard C22.2 No.12.0. This is the same standard that is used for safety certification.

Verification Mark Labelling Requirements
The same verification requirements that apply to other products regulated under the Energy Efficiency Act will apply to torchieres.
Torchieres subject to the Regulations must carry a verification mark indicating that the energy performance of the product has been verified. The verification mark is the mark of a Standards Council of Canada (SCC) accredited certification organization that administers an energy performance verification program for this product. NRCan also accepts labels issued by a province indicating that the product meets the provincial energy efficiency levels as a verification mark, providing that the provincial level is equivalent to or exceeds the federally regulated level.
Reporting Requirements
Energy Efficiency Report
This report must be submitted by the dealer, to NRCan before the product is imported into Canada or traded interprovincially.
- Type of product;
- Brand name;
- Model number;
- Manufacturer;
- Name of the organization or province that carried out the verification and authorized the verification mark that will be affixed to the product;
- The type and number of sockets in the bowl;
- Total electrical power;
- Type of sockets used for additional lighting, if any;
- Type of current limiting device for the bowl and other lighting if any.
Importing Reports
A dealer who imports torchieres into Canada must include the following information on the customs release document:
- Type of product;
- Model number;
- Brand name;
- Address of the dealer importing the product;
- Purpose for which the product is being imported (i.e. for sale or lease in Canada without modification; for sale or lease in Canada after modification to comply with energy efficiency standards; or for use as a component in a product being exported from Canada).
