Bulletin on Reporting Cold Climate Performance
The Office of Energy Efficiency (OEE) of Natural Resources Canada (NRCan) is proposing to amend Canada's Energy Efficiency Regulations (the Regulations) under which dealers in Canada would be required to provide additional reporting for air source heat pumps. These proposed revisions would apply to heat pumps that are imported or shipped across provincial boundaries for sale or lease in Canada.
The purpose of this document is to provide stakeholders with background information for meaningful consultation on the content of the new regulation before proceeding with pre-publication in the Canada Gazette. This bulletin attempts to address key issues that may be raised. It is not intended to provide a definitive representation of the proposed regulation.
Air source heat pumps are a higher efficiency alternative for space heating and are especially important in areas where natural gas is not available. Homeowners using electric resistance heat and who are looking for more efficient equipment in order to reduce heating costs often install an air source heat pump. Central single package, central split using duct work, and multi-split heat pumps would be included in these additional reporting requirements.
During the revision of the CSA standard for installation of heat pumps, it became evident that additional cold weather information would be beneficial in choosing and sizing air source heat pumps.
As these are solely reporting changes, no economic analyses have been done.
Greater attention to and awareness will support ongoing efforts to improve cold climate performance of air source heat pumps and provide greater choice and improved cold weather performance for buyers of these heat pumps.
This amendment for reporting applies to all heat pumps that are presently tested and rated using CSA C656-05 in the Regulations.

The test method used to determine efficiency is CSA C656-05: "Performance standard for split-system and single package central air conditioners and heat pumps"

This amended regulation is proposed to come into effect on the dates January 1, 2012 and January 1, 2014 as indicated in the table.
Third party verification will be required on the additional information that will be reported.
The proposed changes are required for equipment to be installed in Canada's heating dominate climate.
