Final Bulletin on Amending the Standard

Canada's Energy Efficiency Regulations (the Regulations) have been amended in order to strengthen the minimum energy performance standards (MEPS) for dry-type transformers imported or shipped inter-provincially, for sale or lease in Canada. The amendment has been published in the Canada Gazette, Part II. This amendment comes into force six months after publication, on April 12, 2012.

Background

Two earlier bulletins were distributed in the development of this standard and are available at /regulations/proposed.cfm.

The amendment was pre-published in the Canada Gazette, Part I (Vol. 144, No. 24) on June 12, 2010.

Product Description

A dry-type transformer is one in which the core and windings are in a gaseous or dry compound and that is

  • either single phase and nominal power of 15 to 833 kVA, or three-phase and nominal power of 15 to 7500 kVA
  • 60 Hz
  • high voltage winding of 35 kV or less

This description excludes:

  • auto transformers
  • drive (isolation) transformers with two or more output windings or a nominal low-voltage line current greater than 1500 A
  • grounding transformers
  • rectifier transformers
  • sealed transformers
  • non-ventilated transformers, including encapsulated
  • testing transformers
  • furnace transformers
  • welding transformers
  • special impedance transformers
  • transformers with a nominal low-voltage line current of 4000 A or more
  • on-load regulating transformers
  • resistance grounding transformers

Encapsulated transformers are considered a subset of non-ventilated transformers and are excluded from this Regulation.

The increased MEPS apply to dry-type transformers with a BIL greater than 1.2kV only. There is no change to the existing MEPS for transformers with a BIL of 1.2 kV.

Products that meet the regulatory definition of a dry-type transformer must meet or exceed the MEPS outlined in the following two tables:

It should be noted that the tables of efficiencies for single and three phase dry-type distribution transformers shown above in this bulletin and in the Canada Gazette, Part  II are more stringent than those shown in CAN/CSA 802.2-06.

The following table outlines the normal impedance ranges that are typically found in a transformer. Transformers with impedances outside of these ranges are considered to be special impedance transformers.

Effective Date

As of April 12, 2012, all dry-type transformers will be required to meet the regulatory requirements if their manufacturing process is completed on or after January 1, 2010.

Labelling Requirements

There is no mandatory labelling requirement for dry-type transformers.

Verification Requirements

There is no change proposed for the energy efficiency verification requirements. Equipment must bear an energy efficiency verification mark indicating that the energy efficiency reporting requirements are third party verified by a certification body accredited by the Standards Council of Canada.

Reporting Requirements
Energy Efficiency Reports

The energy efficiency report required for dry-type transformers will include the following product specific information:

  • kVA rating
  • single or three-phase
  • low voltage winding in volts
  • high voltage winding rating in volts
  • whether it is 1.2 kV class
  • BIL rating
  • tested efficiency in per cent
  • the loss, in watts, when under load (load loss)
  • the loss, in watts, when not under load (no-load loss)
  • whether it is three-phase with high-voltage windings and a voltage ratio that, between the highest and lowest of their rated voltages, is other than 2:1
  • percentage impedance

This report must be submitted, by the dealer, to NRCan before the product is imported into Canada or traded interprovincially for the first time.

Import Reports

A dealer who imports these products into Canada must include the following information on the customs release document:

  • name of product
  • model number
  • brand name
  • address of the dealer importing the product
  • purpose for which the product is being imported (i.e. for sale or lease in Canada without modification; for sale or lease in Canada after modification to comply with energy efficiency standards; or for use as a component in a product being exported from Canada)
Harmonization

This regulation harmonizes with MEPS established for similar products in the United States.
